The game that became Carmageddon started out as 3D Destruction Derby, a banger racing sim prototyped by Stainless Software. You go in the vicinity of one of those spots, and maybe 1/5 of the time, an event happens. A couple project buildings, corner stores, a few houses in Alderney, etc.

Let's say they have a certain # of locations throughout LC that are 'set-ups' for action. I don't think it'd be too difficult for them to have some, seemingly random, scripted things happen.
